In the early 1990s, Refuge PNAN was founded to assist migrant workers and refugees.
On January 1st of 2003, these needs eventually became realized in Jayoutuh School, starting with an underground study room at Daerim

1993-1996 : Supported foreign laborers
1997-1998 : Rescued and supported North Korean brethren in China
1999.06 : Founded "Refuge Pnan", a refugee-supporting organization
2003.01 : Founded "Jayoutuh School" as a subsidiary of Refuge Pnan
